UK Strategic Defence Review to drive growth in property, tech and innnovation



The newly unveiled Strategic Defence Review (SDR) in the UK, as announced by Prime Minister Keir Starmer, outlines a transformative overhaul of the country’s defence strategy in response to growing global threats and emerging technologies.

The review places a strong emphasis on readiness, NATO cooperation, and cutting-edge innovation, an approach that is expected to have far-reaching economic and industrial implications for the South East, including Oxfordshire, Buckinghamshire, and Berkshire.

The SDR commits to major investments in national defence infrastructure, including:

  • Construction of new nuclear-powered submarines and six munitions factories
  • A £15 billion investment in the UK’s nuclear warhead programme
  • Acquisition of advanced long-range missile systems
  • Breakthroughs in cyber warfare, AI, robotics, energy weapons, and machine learning
  • A £400 million Defence Innovation Fund
  • The launch of a new Defence Exports Office
  • A rise in defence spending to 2.5% of GDP by 2027
  • Creation of over 1,000 highly skilled jobs

Local experts anticipate a significant regional impact. The Oxfordshire-Buckinghamshire-Berkshire corridor is already home to several strategic defence assets, including RAF Brize Norton, MOD Bicester, and MOD Kineton in neighbouring Warwickshire. It also supports a growing cluster of defence-aligned companies, such as:

  • Oxford Dynamics – specialists in AI systems for intelligence analysis
  • SimCentric – developers of immersive military simulation technologies
  • ESR Technology – consultants in engineering risk and safety for defence and aerospace

These companies operate within a supportive framework that includes the Defence and Security Accelerator (DASA) and the Defence Science and Technology Laboratory (DSTL), both of which fund and promote innovation in national security.

A Skilled Workforce Poised for Defence Innovation

The region’s strength lies not just in infrastructure, but also in its people. With one of the highest concentrations of STEM-qualified professionals in the UK, the South East offers a ready pool of talent in cybersecurity, AI, engineering, and software development.

Educational institutions such as the University of Oxford, the University of Reading, Oxford Brookes, and Cranfield University offer advanced research in defence-relevant disciplines, including aerospace, materials science, quantum computing, and AI. Notably, Cranfield Defence and Security, based at Shrivenham, delivers postgraduate education directly to the UK MOD.

The region is also a leader in apprenticeships and technical training. Colleges like Activate Learning, Milton Keynes College, and Bucks College Group work closely with employers and the military to develop skilled talent pipelines in areas such as cyber defence, mechatronics, and systems integration. Many employees across the region bring firsthand experience from previous roles in the armed forces or the Ministry of Defence, enriching the private sector with deep institutional knowledge.

Bicester Arc and Strategic Growth

Bicester Arc, a 48-acre site in North Oxfordshire, is emerging as a key development hub in the region. Positioned within minutes of the M40 and offering direct rail access to Oxford and London, it provides flexible space options from 10,000 to 600,000 sq ft.

With its powerful 13.7MVA dedicated electricity supply, the Arc is well suited to energy-intensive activities such as computing, simulation, and precision manufacturing. While not exclusively focused on defence, the site is part of a wider ecosystem of employment and innovation areas that stand to benefit from the SDR’s implementation.

More than a defence strategy, the SDR represents a blueprint for national innovation, industrial expansion, and regional economic growth. For the Oxfordshire-Buckinghamshire-Berkshire triangle, the review signals a wave of opportunity:
