Bluebird Care Oxford rated ‘Outstanding’ by the CQC

Bluebird Care Oxford has been rated ‘Outstanding’ overall by the Care Quality Commission (CQC) following an inspection carried out in December 2025.

The Oxford-based home care and live-in care provider achieved ‘Outstanding’ ratings in the Caring, Well-led and Effective categories, scoring 96 per cent, alongside ‘Good’ ratings for Safe and Responsive. The result marks a significant step up from the service’s previous ‘Good’ rating at its last inspection in 2017.

In its report, the CQC praised the development of the service, describing the care delivered by the Bluebird Care Oxford team as flexible, person-centred and “safe, effective, and compassionate”.

Supporting people across Oxford and the surrounding area — many of whom live with dementia, complex conditions and physical disabilities — care professionals were consistently praised by customers and their families. Some described carers as being “like friends”, while others highlighted the emotional support they received.

One customer told inspectors that a care professional attended her husband’s funeral and “comforted [her] an awful lot when he died”.

The report noted that people using the service felt respected and valued as individuals, with customers “consistently achieved outcomes that went beyond expectations, such as maintaining independence, preventing hospital admissions, and improving emotional wellbeing”.

Another person said:

“They are very polite and respectful, they ring the door and announce themselves and as I know who they are, I’m reassured and safe.”

Inspectors also highlighted Bluebird Care Oxford’s robust approach to ensuring effective care, including regular assessments and reviews of people’s health, wellbeing, care needs and communication requirements. This proactive model was credited with supporting continuous improvement and reducing the risk of poor outcomes.

The person-centred approach was found to be particularly effective for people with complex health and care needs, with colleagues recognised for building strong, trusting relationships and providing consistent care.

One customer described carers as arriving “with a smile and a ‘can-do’ attitude. They are all very capable, competent, professional and flag any marks to me! They are nice to me as well, kind, humble.”

Strong leadership was also highlighted in the report, described as “exceptional and visionary”, helping to ensure staff feel motivated, supported and passionate about delivering high-quality care.

One colleague told inspectors:

“The managers genuinely care, it means a lot to us, I feel the managers are there for the right reasons.”
