About Greater Oxford Council

Greater Oxford Council is one of three new unitary councils being created through local government reorganisation in Oxfordshire.

From 01 April 2028, it will replace the existing two-tier system of county and district councils, becoming responsible for delivering a wide range of local services across its area.

The council will serve communities across Oxford city its immediate surroundings with an estimated population of 240,000 today, and growing to 345,000 by 2040.

The new unitary authority will bring together responsibilities currently shared between Oxfordshire County Council and existing district councils, including services such as planning, housing, waste and recycling, highways, environmental services, community support and local development.

Council management & governance

Greater Oxford Council will be led by elected councillors representing communities across the authority area. Councillors will be responsible for making decisions on local services, representing residents and holding the council’s leadership to account.

The council will be formally established following the transition to the new local government structure in 2028.
