NHS, school and early-years staff working in Oxford can apply for £1 single bus fares and free parking at the city’s five park and ride sites under a travel benefits scheme funded by income from the temporary congestion charge.
The package is intended to help people travelling to work while encouraging greater use of public transport. It is open to all staff working at NHS sites, schools, nurseries and early-years settings in Oxford, including clinical, teaching, administrative, catering and facilities staff.
Eligible employees can apply online through Oxfordshire County Council’s travel support page, using their work email address. Successful applicants will receive a travel card to access the £1 single fares. Free parking can be accessed through the RingGo app or by calling 0203 046 0010.
The offers are expected to remain available for around eight months, with the scheme reviewed during that period.
Councillor Gareth Epps, Oxfordshire County Council’s cabinet member for transport, said the authority was using income from the temporary congestion charge to help essential workers with commuting costs while encouraging bus and park and ride use.
The scheme has been developed with Oxford Bus Company and Stagecoach West, whose services will be available to eligible staff under the fare offer.
The investment forms part of a wider programme funded by the temporary congestion charge, which operated from 29 October 2025 to 27 September 2026 before being replaced by Oxford’s traffic filter trial on 28 September.

Other measures include a £3 combined park and ride ticket, introduced in August, which covers return travel for up to five people of any age and up to 16 hours of parking. Hospital express services from three park and ride sites are expected to begin in early 2027.
Oxfordshire County Council says revenue from the temporary congestion charge is ring-fenced for developing and administering the scheme and for transport improvements across the county.
