
Westgate Oxford has voiced concerns that a proposed £5 congestion charge could deter visitors and harm local businesses, according to our Local Democracy Reporter Esme Kenney.
Oxfordshire County Council is considering introducing the temporary scheme on six city roads, including Thames Street — the only access route to Westgate’s multi-storey car park. Motorists driving through affected roads without a permit would face a daily charge.
Developer Landsec, which owns Westgate Oxford, submitted a response to the council stating it opposes the charge, while acknowledging the importance of making the city greener and reducing traffic.
In its statement, Landsec warned: “Without a substantial investment in public transport or other sustainable modes, the charge would hamper local businesses and economic growth. It would also act as a disincentive to those who cannot afford the charge or who get fined for accidentally not paying.”
The developer also highlighted concerns about timing, pointing to the ongoing Botley Road closure and a “lack of investment in new park & ride or other public transport”. Landsec said this could reduce visitor numbers and stressed that a strong public awareness campaign would be needed if the scheme is approved.
Some shoppers have already suggested they would reconsider visiting Westgate if the charge is introduced, although others said they would be willing to pay or switch to using park and ride services.
In response, council officers noted that 90 per cent of city centre visitors currently do not travel by car, and said the charge is designed to make walking and cycling safer and more appealing. Following public consultation, free park and ride tickets in November and December have been added to the proposal.
Other roads affected would include Hythe Bridge Street, St Cross Road, and St Clement’s Street daily from 7.00am to 7.00pm, as well as Marston Ferry Road and Hollow Way on weekdays and Saturdays during peak hours.
Residents within the Oxford permit area will be able to apply for up to 100 permits per year, while Oxfordshire residents outside the city can apply for up to 25.
A final decision on the congestion charge will be made by Oxfordshire County Council’s cabinet on September 10.
A Westgate Oxford spokesperson said: “We recognise the importance of enhancing city connectivity and reducing traffic.
“However, like many others, we believe that the current proposals have the potential to negatively impact Oxford city centre, especially during the ongoing Botley Road closure, unless there is significant investment in public transport. If the scheme is approved, prioritising public awareness must be a priority.”
